Europe felt a moment of respite on Monday, as the crisis triggered by the introduction of a new 28-article proposal for ending the war appeared – briefly – to have been defused. A American diplomat spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Moscow made its retaliation: a renewed assault of missile and drone strikes on Kyiv.
The Pattern of Diplomacy and Destruction
The sequence of conflicting incidents captured the grim essence of the current period. By day, negotiation efforts are waged: positive announcements are delivered from various governments. Considerable effort is expended on restraining certain initiatives. By night, the Kremlin forcefully demonstrates the world that, for them, war remains the key method for achieving "settlement".
Nocturnal Warfare
As military strikes unfolded into the early hours of Tuesday, the present situation of Ukraine's defenselessness was laid bare. Ukraine is equipped to monitor projectile deployments from across the border, a ability afforded by current data. From vantage locations, Ukrainian air force fighter jets that had been dispatched to counter approaching guided weapons flew past – modern combat jets provided to Ukraine by NATO members.
Soon thereafter, Kyiv's missile defense activated: several firings targeted at a hostile projectile. This was a sophisticated defense system at work, most likely provided by Western nations. Every launch jolts you unexpectedly, shaking the windows. The moment of terror quickly transforms into sober acceptance: perhaps the hostile projectile won't strike its target this time, protecting urban areas from catastrophe and another blackout.
Ongoing Risks
Following this, a automatic firearm engaged a unmanned aircraft close by, part of a rapid response unit – almost certainly imported technology. Sadly, the bullets missed the hostile drone – it pressed on overhead toward its destination.
With pauses, this continued until dawn. Kyiv greeted the early updates: seven people killed, destruction and utility failures in many homes as a result of the night's assault. As typically, everyone still maintained normal activities – experiencing conflict. But those full day encapsulated Ukraine's critical military reliance on Western support – a need that regional partners are demonstrably unable to fill in the near term.
Unsuccessful Negotiations
The detailed framework from American leadership sparked intense emotion, discussion and deep concern – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have seen this script before, after previous diplomatic encounters and international summits.
Every new proposal from US leadership adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, manages to fend off. They stabilise the situation but never actually win the battle. This trend will, undoubtedly, endure.
Tactical Assessments
It is tempting to accuse specific actors of consistently pushing Russian terms. But that does not seem to be the entire situation. Washington works based on a assumption well known to experienced diplomats: you cannot secure via talks what you have been unable to protect through force. The American government believes that it is unrealistic to compel Moscow to abandon the land that it already controls in Ukraine's south or east.
The issue is that while recognising this factual reality, Washington does little to deter Moscow, through diplomacy or military means, from thinking that the situation will not evolve additionally in its advantage in the near future.
Conflicting Perspectives
Therefore, Moscow is convinced that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their incentive to agree to terms that does not give them the maximum possible gain is close to zero. There may be many attempts to end hostilities, but they will carry on as long as Russia's leader remains completely certain in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still persist, slowly losing lives and land but preventing a total frontline collapse until circumstances change in its benefit.
Present Conditions
Realistically, there are no actual prerequisites for a ceasefire. Now, personal considerations are coming into play: leadership ambitions to negotiate peace and obtain worldwide acknowledgment, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the national cause against any plan Kyiv finds unsuitable, so that their attention does not move to domestic problems. And although their task will now be considerably more difficult after current events, it remains highly unlikely that this will modify their basic position.
These conflicting dynamics are influencing discussions.
Assessment and Future
It took a mere seven days to kill the suggested clauses of the most recent proposal. Forceful and unpredictable management of the matter by US administration, pushback by Ukraine and the remaining European nations, along with calming attempts of negotiators, and finally, recent disclosures, all did their job.
While new initiatives based on previous concepts are approaching, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are founded on Moscow's terms and reflect specific hesitation to change the course of events, if they remain united and improve their protective measures at a much faster pace. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the predictable period, mainly require sustained allied backing.
